Will the cuts to "Short Money" reduce scrutiny of the government?

In George Osborne's previous Budget (aka the Autumn Statement) back in November, he announced that so-called Short Money - the money given to opposition parties to help them conduct their affairs in Parliament - would face the same cuts to funding of 19% as unprotected Whitehall departments.
