The impact of Joe Biden's decision not to run for President

Yesterday Joe Biden (currently Vice President to Obama) categorically ruled himself out of the Democrat White House race for the 2016 election. Still, he took the opportunity at his announcement at the White House to have a dig at Hillary Clinton, saying that he "will not be silent". He went on to say "I intend to speak out clearly and forcefully on where we stand as a party and where we need to go as a nation." He also urged an end to political bickering: "I believe we have to end the divisive, partisan politics ripping apart this country" - clearly a low key attack on Mrs Clinton for viewing the Republicans as the enemy.
