Unified state control on track for the UK rail industry

A review has concluded that the UK rail network needs not full re-nationalisation, but something akin to that - with unified state control of timetables and pricing, as well as control of the English rail network by Great British Railways.
However, private companies will be contracted to run the trains, although I wonder how attractive a proposition this will be for those companies that currently are train operating companies (TOCs).
Is this the best solution - combining the benefits of public and private sectors? Or is it a classic compromise - a solution that satisfies nobody
