Is another debt crisis looming for emerging countries?

Are we reaching a critical juncture for developing economies - and the brink of another debt crisis?
Larry Elliott wonders whether rising interest rates are going to generate severe debt problems, with 54 developing economies already in that situation, to the extent that UN targets to reduce extreme poverty to 3% of the world's population have stalled.
As far as these countries are concerned the next few months will be vital in determining who is going to need debt relief and the forms that it will take.
