Development focus: Finding the 'invisible' millions who are not on maps

This BBC article highlights the importance of property rights in development.
It's important to recognise how quickly societies change and not having information on that can lead to sub-optimal outcomes. Additionally, though, as well as not appearing on maps many of these people are also likely to lack formal identity documents and this will also adversely affect their developmental prospects, and the ability of policymakers to help them too.
