Is haggling making a comeback?

The traditional British reserve does not lend itself to haggling over the price of anything and everything. And there is always a cost in terms of time from badgering a market trader or a seller over the telephone. But in this day and age, needs must - and this BBC video report asks whether consumer haggling is making a comeback? it is a good one to show when discussing consumer surplus and different forms of price discrimination.
