Rutman's resignation and the relationship between government and civil servants?

Ministers and their senior civil servants have often had difficult relationships. But this resignation is unprecedented. This article puts it into some perspective.

Just how much of what has gone on behind closed doors will be made public. Civil servants are usually anonymous and when they become headline news, something has gone wrong. The prime minister has been quick to give his home secretary his full support, but it is likely there will be more chapters to this story.
