This discussion has gained momentum recently, especially with Thames Water under fire for poor service, underinvestment, and environmental failures — all despite making over £2 billion in revenue in 2022. So, is the water industry — a classic example of a natural monopoly — better off in the hands of the government or the private sector?

Essay Structure

Explain natural monopoly diagram: high fixed costs, low marginal costs, economies of scale → inefficiency in duplicate infrastructure.

KAA 1: Allocative & productive efficiency from public ownership (P = MC), reinvestment focus, reduced prices.

Eval 1: Public sector inefficiency risk, poor past performance, importance of regulation (Ofwat).
