Here is a super-useful blog from the House of Commons Second Reading blog on different ways of measuring political engagement.

The annual Audit of Political Engagement from the Hansard Society might also be worth accessing for resources on engagement.

According to the House of Commons Library - "People are politically disengaged if they do not know, value or participate in the democratic process. In the UK, political disengagement is more prevalent among certain groups than others."
