Skills Shortages

Structural unemployment occurs when there is a mismatch between the skills workers possess and the skills employers demand, usually driven by permanent shifts in the economy's structure.

As an economy transitions from traditional manufacturing to high-tech or service industries, displaced workers often lack the specific technical proficiencies required for emerging roles. This creates a skills shortage in growing sectors alongside persistent joblessness in declining ones, a phenomenon known as occupational immobility.

Because retraining takes significant time and financial resources, this skills gap prevents the labor market from clearing, leaving workers unemployed despite high numbers of available job vacancies.
