Outward Migration from India - Brain Drain or Brain Deposit?

This is a really important development economics issue. India and many other developing / emerging countries has seen a significant rise in net outward migration of skilled people. To what extent is this a key barrier to their growth and development? Or - as Indian Prime Minister Modi has argued recently, should we accentuate the benefits of outward migration for the source country?
