Budget boosts welfare but raises taxes – a mixed bag for living standards

The new Budget’s mix of welfare gains and tax hikes could lift living standards for some — for instance, scrapping the two-child benefit cap and raising the minimum wage help boost real incomes for lower-income households. However, the freeze on income-tax and NIC thresholds — adding what amounts to ‘fiscal drag’ over time — threatens to erode real disposable income for many, especially as price pressures persist. In short: growth and redistribution aim to improve welfare and reduce child poverty but rising tax burdens risk dampening post-tax living standards and consumption — potentially weakening economic growth and real living standards for middle earners.

Budget 2025 summary: Key points from Rachel Reeves’s speech - BBC News

1. What is ‘fiscal drag,’ and how might the freeze on income-tax and National Insurance thresholds in the Budget affect living standards?

2. Who are likely to be the main winners and losers from the Budget’s mix of policies?

3. Considering the economic context of the UK, to what extent does the Budget address the economy’s needs — and what are the trade-offs?
