Banning fizzy drinks in New York – demerit goods

Should people using food stamps be allowed to buy fizzy drinks? In America there is a serious problem with obesity which is linked with low income families. In New York they are trying to ban people from using food stamps from buying fizzy drinks. Do your pupils think this is the best way to reduce consuption? What other options do the government have?
