The Department for Education has published the final subject content for the new Level 3 V Level in Accounting & Finance, which will be available for first teaching in England from September 2027.

The new qualification is intended to give students a broad, applied understanding of accounting and finance rather than train them for a specific accounting occupation. Students will use financial information in realistic organisational contexts, developing their ability to interpret data, analyse performance, evaluate financial decisions and communicate conclusions clearly.

The core content includes:

• Financial and accounting information – understanding financial statements, cash flow information, budgets, cost and contribution data and performance indicators.
• Financial performance and position – including profitability, liquidity, efficiency and solvency ratios, percentage change and trend analysis.
• Financial decision-making – including budgeting, fixed and variable costs, contribution and margin, break-even information, payback and simple rate of return.
• Accounting concepts and principles – including accruals, prudence, consistency, materiality, going concern and the conceptual basis of double-entry bookkeeping.
• Ethics, governance and regulation – considering integrity, objectivity, confidentiality, professional behaviour, internal controls and the consequences of misleading financial reporting.
• Digital finance – including accounting systems, spreadsheets, data security, cyber security and the opportunities and risks associated with artificial intelligence.
• Communication – presenting and explaining financial information appropriately to different stakeholders. GOV.UK

A strong theme throughout is application: students will be expected to interpret evidence, compare alternatives and make justified recommendations rather than simply reproduce accounting techniques.
