Earthquake Preparation: Acting before, so you can be Calling afterwards

Earthquake preparation operates over different time-scales. There is action 'Before', such as setting minimum building standards for all new construction; advice for 'During' - such as Drop, Cover, Hold; and making sure that the injured and survivors get the most effective response in the 'After' period. Los Angeles is making sure the mobile phone network can withstand through to the 'After'.
