Sure Start centres were established by the Labour government after 1997 as a form of compensatory education. Recognising the achievement gap, particularly by social class, even in early years education led to the establishment of centres that could provide parenting and health advice from pregnancy through to pre-school, as well as providing childcare and early years education.
