Reducing an Import Tariff MCQ Revision Question

This is a slightly unexpected twist on the usual tariff diagram question. Students are asked to apply their understanding of the effects on domestic producers of a decision by a government to LOWER an import tariff. We provide a chain of reasoning for the correct answer.
