Falling UK cement supply threatens housing goals and domestic industry

UK cement production has dropped to its lowest level in over 70 years, raising concerns for both housing targets and industry viability. With cement a key input for construction, shortages risk constraining the government’s pledge to build 1.5 million homes by 2029. Rising energy and labour costs, alongside carbon taxation, have increased unit costs, leaving domestic producers uncompetitive against cheaper imports, which now make up nearly a third of the market. The result is a dual challenge: supply constraints for housing and infrastructure, and declining long-term sustainability for UK manufacturers.
