UK posts record budget surplus as tax receipts surge and retail sales rebound

January’s public finances delivered a rare fiscal flourish: a record £30.4 billion budget surplus thanks to a sharp rise in self-assessed and capital gains tax receipts, stronger consumer confidence boosting retail volumes, and lower debt servicing costs that trimmed government borrowing. Higher retail sales — up 1.8 % in January — reflect resilient household spending, the largest increase since mid-2024 and a key component of aggregate demand. Yet the upbeat picture is tempered by stubbornly high youth unemployment, which threatens labour market participation and could dampen long-term growth if sustained, even as the Treasury enjoys short-term breathing space.
