Could universal basic income help reduce the risk of future economic shocks?

John Harris wonders here whether the time for a Universal Basic Income has come, and how it might help create a more equal and less divisive society.

However, of course, although this sounds superficially appealing, the big question that remains is how such a scheme would be paid for, with critics suggesting that it would require far higher taxes, and that this would be inconceivable.
