Cortes

Spanish parliament. During the Second Republic (1931-36), representatives in the Cortes were elected by the people in democratic elections. However, under Franco's regime, the Cortes was appointed by Franco and his senior advisors and was merely a consultative body with no law-making powers. After Franco's death, the 1978 Constitution established that democratic elections to the Cortes would be restored.
