Birmingham experiences significant transport issues, including congestion, poor air quality, underused public transport, and inadequate sustainable travel infrastructure.

Congestion issues in Birmingham

Birmingham is highly congested due to a combination of historical planning decisions, over-reliance on cars, underinvestment in public transport, and economic growth.

Car-centric urban design

Birmingham was the first UK city to heavily embrace car-focused urban planning in the post-war period. Its road network, including the Spaghetti Junction (Gravelly Hill Interchange - pictured below) and the A4540 Middleway ring road, was designed for high car use over other types of transport, which has helped to embed a car dependency culture, particularly in suburban areas where public transport is limited. This means thousands of cars converge on Birmingham daily, especially during peak hours, which overwhelms the infrastructure that was designed in the mid-20th century when car ownership was much lower.

High private car use

Birmingham has a much higher proportion of car users compared to other large cities in the UK - the West Midlands has among the highest rates of car ownership and use outside London. The majority of households rely on private vehicles because there are poor public transport links from the city centre to some of the outer suburbs, for example the buses can be infrequent, slow and expensive to use. The city also has a long history of car manufacturing which has contributed to a culture of car use.

Suburban sprawl and commuting patterns

A large share of Birmingham’s workforce lives in outlying suburbs (e.g. Solihull, Walsall, Sandwell) and commutes in. Many of these journeys are made by car due to limited park-and-ride facilities, low-frequency trains or unreliable buses.

Central location and motorway access

Several major motorways feed directly into Birmingham making it one of the most connected cities in the UK, and its location in the centre of England also means that the surrounding motorways and trunk roads are heavily used by people travelling across the country.

  • M6 (Birmingham to the North West and East Midlands) - one of the UK’s busiest motorways and has Spaghetti Junction which is one of the UK’s most complex interchanges (Gravelly Hill - pictured below), connecting the M6 with A38(M) into the city centre
  • M5 (Birmingham to the South West) - heavy freight use, especially between the Midlands and South West
  • M42 (Birmingham’s Southern Bypass) - part of Birmingham’s outer orbital ring
  • M40 (Birmingham to London) - very important commuter route
  • M69 – (Birmingham to Leicester) - provides access to Birmingham from the East Midlands (and from the M1)
  • M6 Toll (pictured below) - opened in 2003 to reduce congestion on M6 and bypasses the city, however it is underused as the toll charges are very expensive - it currently costs over £10 for a car to travel this 27 mile route

Public transport in Birmingham

Birmingham does have a network of buses, rail services and the Metro tram - however these are not integrated citywide like other cities (such as Manchester). This lack of integration means that services are fragmented with multiple operators and fare systems. There are also limited cross-city routes as most lines feed into, but not across, the city centre. This means many residents find driving more convenient or reliable than using public transport, even when it leads to congestion. In addition, Birmingham has over 1 million inhabitants but has no underground transit system like other European cities of a similar size.

Bus network

Birmingham's bus system is the largest component of its public transport network - it is an extensive but fragmented network operated by a number of companies which results in a lack of coordination between different operators and a lack of real-time information. Most routes are radial meaning that they run into and out of the city centre, rather than across it, so therefore people have to use connecting services to get from one side to the other. There are major bus interchanges in the city centre, dedicated bus lanes and bus gates, however, there are still major issues with congestion and delays. Additionally, services are very limited at night, with only a few key routes offering a 24 hour service.

West Midlands Metro tram network

This light rail system links central Birmingham with West Bromwich and Wolverhampton and runs every 6-8 minutes at peak times. Currently the service is limited with one main line, however the Eastside Extension is being developed through Digbeth to Curzon Street HS2 Station, and is due to be completed in 2026. Line 2 linking the city to Brierly Hill and Dudley is also under construction with phased opening by 2026/27. Long-term plans include metro lines to Solihull, Sutton Coldfield, and Birmingham Airport.

Regional and local rail network

Birmingham is a rail hub for the West Midlands and the wider UK. It is served by local commuter services which link the city centre to the suburbs and local towns, like Redditch and Bromsgrove, as well as regional and national services, such as the Cross Country service from Plymouth on the south coast to the Scottish cities of Edinburgh, Dundee and Aberdeen.

The city's main station is Birmingham New Street (pictured below) - it is the busiest station in the UK outside of London, with 33 million passengers annually. The other main stations are Moor Street and Snow Hill that provide local services to other towns and cities in the West Midlands, along with 34 commuter rail stations within the city boundaries.

Other strategies to reduce congestion and improve air quality in the city centre

West Midlands Cycle Hire

This was launched in March 2021 and is operated by Transport for West Midlands (TfWM), and offers both standard pedal bikes and electric bikes (e-bikes) for short-term hire, with docking stations located across the city centre and key suburbs such as Selly Oak, Edgbaston, and Aston.

The scheme aims to reduce car dependency, tackle congestion, and improve air quality, while offering a healthier travel alternative for short urban journeys. Initially it was very popular, however has faced several challenges including bike availability, vandalism, limited docking coverage in some outlying areas, and the fact that many people feel that congestion issues in the city centre make it unsafe to cycle.

Birmingham's Clean Air Zone

This was launched in June 2021 to tackle dangerously high levels of air pollution, particularly nitrogen dioxide (NO₂), in the city centre and covers all roads within the A4540 Middleway ring road (but not the ring road itself), operating 24 hours a day, 365 days a year.

The policy aims to encourage cleaner vehicles, reduce traffic-related emissions, and improve public health as air pollution is linked to an estimated 1,000 premature deaths each year in Birmingham. Non-compliant vehicles are charged £8 to £50 per day, depending on vehicle type and the revenue generated by fines is reinvested into public transport, cycling and walking infrastructure, and support schemes for low-income residents and small businesses.
