Rio de Janeiro's population has grown in recent decades as better healthcare and life expectancy leads to natural increase, and rural-to-urban migration occurs as people leave the countryside in pursuit of a better quality of life. But this has had an enormous impact on Rio and has brought with it a number of key challenges.

Congestion

Rio de Janeiro is one of Brazil’s busiest and most iconic cities, but it is also notorious for severe traffic congestion (pictured below). As more people join the middle class, the number of cars on the road has risen sharply. Combined with a limited number of main highways and mountainous geography that restricts road expansion, this has created regular traffic jams, particularly during rush hours.

It’s estimated that over 2 million vehicles drive in the city each day. Many residents commute from distant suburbs or hillside communities into central areas for work, often relying on overcrowded roads. This leads to major delays, lost productivity for businesses, and long commutes - with some workers spending 2 to 3 hours per day in traffic.

The city’s authorities have tried to ease the situation by installing traffic lights, monitoring road conditions via CCTV, and broadcasting real-time traffic updates via radio and mobile apps. Speed cameras, designated bus lanes, and restrictions on heavy vehicles during peak hours have also been introduced to improve flow.

Air quality in Rio de Janeiro

Rio's congestion issue also creates problems in terms of air quality. The huge numbers of vehicles on the roads means a large amount of exhaust emissions, particularly as many of the cars, buses, trucks, etc are old and poorly maintained. These vehicles emit pollutants such as nitrogen oxides (NOx), carbon monoxide (CO), and particulate matter, especially during rush hours, and this can lead to smog and associated health issues in the city centre and along major highways.

There are also industrial emissions to contend with. Although Rio is more service- and tourism-oriented, it still has industrial zones (e.g. around Guanabara Bay - see image below) where factories and refineries emit sulfur dioxide (SO₂) and other pollutants. Additionally, people burn household waste due to a lack of proper disposal services in favelas which releases harmful gases and particulate matter into the air, and in surrounding rural areas, deforestation and agricultural burning can also affect air quality in the city, especially during the dry season.

Poor air quality can lead to a range of health problems, including asthma and other respiratory conditions, cardiovascular disease, increased hospital admissions during smog episodes, and greater risk to vulnerable populations like children and the elderly.

Rio de Janeiro's integrated transport plan

In response to chronic congestion and poor air quality, Rio has invested in a long-term integrated transport plan aimed at reducing car use, improving public transport, and cutting pollution. The plan includes improvements to bus, rail, metro, and ferry services, making it easier for residents to choose alternatives to driving.

Key elements of this strategy include:

Bus Rapid Transit (BRT) system: Rio’s BRT system (pictured below) was introduced ahead of the 2016 Olympics and now includes multiple corridors such as TransCarioca, TransOeste, and TransOlímpica. These dedicated bus lanes serve over 400,000 passengers daily, offering faster, more reliable trips between the city’s key zones and the suburbs. Despite some issues with overcrowding and maintenance, the system remains vital for daily commuters.

Metro and suburban rail: The Rio Metro has two main lines with extensions underway, linking densely populated areas to the city centre. It transports over 800,000 passengers a day and is known for being cleaner and more reliable than other options. In addition, SuperVia, the suburban rail network, connects outlying areas with downtown Rio, carrying around 600,000 people daily. Upgrades have been made to improve safety, punctuality, and capacity.

Water transport: Rio’s coastal location makes it ideal for water-based travel, and the city has several ferry routes across Guanabara Bay, connecting places like Niterói and Paquetá to central Rio. These ferries offer a scenic, relatively fast alternative to road traffic, though routes and schedules are limited.

Other improvements:

  • Road infrastructure upgrades - efforts have been made to widen roads, improve junctions, and remove informal street markets that block traffic, though progress is uneven across neighbourhoods
  • Cycling and pedestrian safety - Rio has expanded its network of cycle lanes (including along the beachfront and key roads) and improved pavements and pedestrian crossings to make active travel safer
  • Santos Dumont and Galeão airports - Rio’s main airports have been modernised, though most passenger flights are still concentrated near the city centre. Proposals exist to expand Galeão International Airport to handle more long-haul traffic and reduce inner-city congestion.

Water quality in Rio de Janeiro

Water quality is a major environmental and public health concern in Rio de Janeiro, especially in the favelas and parts of the city close to polluted rivers and bays. Despite being famous for its beautiful beaches and coastal location, Rio struggles with untreated sewage, industrial waste, and poor sanitation infrastructure.

Untreated sewage: One of the biggest issues is that a large portion of Rio’s sewage is not properly treated. In some favelas and suburban areas, waste flows directly into rivers, canals, and eventually into Guanabara Bay, causing severe water pollution. It’s estimated that up to 50% of sewage in the metropolitan area goes untreated.

Guanabara Bay pollution: Guanabara Bay is one of Rio’s most iconic natural features, but it is heavily polluted (see the image below). It receives runoff from homes, factories, and landfill sites, including oil, plastics, heavy metals, and human waste. While clean-up efforts were promised ahead of the 2016 Olympics, progress has been slow and inconsistent in the years since.

Polluted rivers and canals: Rivers like the Rio Pavuna and Rio Meriti carry wastewater and rubbish through densely populated neighbourhoods. These water bodies are often choked with solid waste and suffer from low oxygen levels, making them harmful to wildlife and unsuitable for human use.

Water pollution has a significant impact on people and the environment. Poor water quality increases the risk of waterborne diseases such as cholera, diarrhoea, hepatitis A, and leptospirosis, especially in informal settlements where sanitation and clean water access are limited. Polluted water also harms aquatic life in rivers, lagoons, and coastal zones, leading to algae blooms which starve the water of oxygen, resulting in a loss of biodiversity. Additionally, polluted beaches and waterways can affect Rio’s tourism industry and international reputation. Events like sailing and rowing during the Olympics highlighted the risks of waterborne disease.

Access to electricity and water

Electricity supply

Electricity in Rio de Janeiro is generally more reliable than in many rural parts of Brazil, where entire communities may have limited or no access to the power grid. However, within the city, the quality of electricity supply can vary greatly depending on the area. In wealthier neighbourhoods, power outages are rare, and most homes and businesses enjoy consistent access to electricity. In contrast, in many favelas (like the one below), electricity can be unreliable or illegally connected, leading to frequent power cuts, electrical fires, and safety concerns. To cope with outages, some businesses and wealthier households use generators or backup systems. The city’s electricity comes from a combination of hydroelectric and thermal power plants, and although demand is high, infrastructure improvements are ongoing. However, urban growth and informal development put pressure on the existing power network.

Water supply

Like electricity, water supply in Rio is generally better than in rural areas, where people may walk long distances to fetch water. But it still varies widely across the city. In central and affluent areas, most homes have a piped water connection and indoor plumbing. In contrast, many residents of informal communities lack direct access to clean, running water. They rely on shared public taps, water trucks, or storage tanks, and often face issues with low pressure or irregular supply. Some people purchase bottled or filtered water due to concerns about contamination in the municipal system, particularly in areas affected by sewage leaks or poor sanitation. Efforts are being made to improve access through government programs and NGO-led projects, but the challenge of providing clean and consistent water to all residents remains significant in parts of the city.
