Dubai is the World's Most Cosmopolitan City

The world's mega cities tend by definition to be cosmopolitan in nature. Such which cities are the most cosmopolitan?

The term cosmopolitan traditionally refers to a large city where people of diverse cultural backgrounds can be seen living together.

2015's World Migration Report compiled by the International Organisation for Migration (IOM) found that 83 percent of people living in Dubai were born in other countries. 

Brussels hosts a number of key EU institutions as well as the NATO headquarters. Approximately six out of every 10 residents in the Belgian capital comes from another country.
