KCSIE 2026 Updates - Mental health and young carers (21st Sept 2026)

The KCSIE 2026 update gives greater emphasis to mental health as part of safeguarding, recognising that a child’s mental health and wellbeing can be closely connected to other safeguarding concerns. The mental-health section has been substantially updated in the 2026 guidance.

For schools, the key message is that mental health concerns should not automatically be viewed separately from safeguarding. Staff should be alerted to changes in a pupil's behaviour, presentation, attendance or emotional wellbeing and consider whether these could indicate that the child is experiencing, or is at risk of, abuse, neglect or another form of harm.

The guidance also reinforces the importance of early identification and appropriate support. Staff should follow their school's safeguarding procedures and involve the DSL where a concern may require safeguarding action.

KCSIE 2026 also places greater emphasis on young carers as children who may have additional vulnerabilities or support needs. Schools should recognise that caring responsibilities can affect a child's education, attendance, emotional wellbeing and development.

Being a young carer does not automatically mean that a child is at risk of harm. However, staff should consider the child's individual circumstances and whether their caring responsibilities are affecting their welfare or ability to access education.
