Supply-side policy: stricter laws on strike action

The new Business Secretary Sajid Javid has talked openly about how he intends to push through new legislation on strike action in the UK. The plan will be to insist that a higher proportion of the union membership actual vote during a strike ballot and a higher percentage of that vote is cast in favour of strike action. In industries that are classified as essential services (e.g. health and transport), this will probably mean 50% of the membership will need to vote and 40% of the total membership will need to vote in favour of industrial action. Is this part of the Government's supply-side policy package, attempting to improve productivity in the UK by reducing inaction and disruption to business activities?
