Ethical dilemmas facing Japanese academics

This short video from the Financial Times highlights the remarkable potential of ultra fast robotic hands that can beat literally anyone at rock, paper scissors! But the dramatic progress in robotic technology raises a long standing issue, namely that should Japanese academics for seventy years have not been able exploit such technology to build products with military associations. Can this last much longer?
