The BBC has the story ‘Obama limits US nuclear arms use’:
President Barack Obama’s administration has unveiled plans to significantly narrow the circumstances in which the US would use nuclear weapons.  But its Nuclear Posture Review warned countries breaking the rules remain potential targets.  The US strategy document also raised concerns about a “lack of transparency” in China’s nuclear programme.”

For deeper analysis the Council for Foreign Relation has an article: A Sensible Nuclear Posture Review
President Obama’s new nuclear posture properly shifts the source of threats facing the United States to non-state actors and sets the stage for upcoming nonproliferation talks, writes CFR’s Micah Zenko.
