In time for the start of term, there is lots of legislation coming into force this week. There’s the third rise in petrol duty in nine months, starting today, with the return of VAT to 17.5% at the end of year to come – is this the price of going green, or the price of a budget deficit?
Secondly, as the 2005 Licensing Scotland Act comes into force this week, potentially there are going to be no more “happy hours” in Scotland – will this solve the negative externalities from excessive alcohol consumption or just lead to government failure?
Thirdly, an EU ban on 100W incandescent light bulbs has come into force, in favour of fluorescent bulbs – A bright idea to save the planet or a stab in the dark at reducing energy consumption?
