No more lighting up in Central Park?

Smoking ban introduced in New York City open spaces.
The City had banned smoking in restaurants, bars and clubs in 2003. Similar legal actions followed in France, India, Ireland, Italy and the UK. This new move extends prohibition, a move which came too late for some of this summer’s AS Economics candidates!
The news report raises the possibility of government failure, if the NYPD does not have power to enforce the ban. Enforcement is left to park wardens, but will they or the City authorities have the time or inclination to levy fines. If fines are levied will they be big enough to deter smokers? It is clear from this BBC news summary that pressure groups are watching the response of New Yorkers. Both sides will be trying to develop a case for or against action, highlighting or downplaying the marginal social benefits and marginal social costs of lighting up.
