Alcohol misuse has private and external costs, though there may be disagreement over the extent to which these are quantifiable. The film clip highlights the role of Public Broadcasting in the correction of information failures which lead to over consumption of demerit goods like beers and spirits.
Students should consider which other policy options are used by governments to lower the external costs of drinking to excess, in the short and long term. The Sky News clip estimates that public disorder arising from drunken behaviour costs between £8 bn and £13 bn per year, which highlights diffiuclties associated with the computation of external costs. Campaigners wanting more government action may highlight the higher figure of £13bn to sway public opinion.
There is scope for pupils to evaluate the reasons which make some policies more effective than others in controlling alcohol consumption. Is it really the case that additional late night drink levies or taxes are needed to lower demand?
